(1) The Board shall be a self-governing and organized body with unbroken succession.

(2) The Board shall have a separate seal for all its proceedings.

(3) The board may acquire, use, sell and otherwise dispose of movable and immovable property like a person. (5) The Board may enter into contracts with individuals, exercise rights and perform obligations under contracts.
